The election 2003 was first one after abortion of the direct electoral system for Prime Minister. Israeli proportional representation of Knesset election has produced excessive multi-party system. Prime minister often faced difficulty to control his coalition cabinet on the bargaining process about the budget or bills, especially after the direct election was introduced. The author describes this campaign process as well as the component of new government compared with formers, and calculates Laakso & Taagepera's effective party numbers going through in order to verify an influence of the electoral reform. Likud, center-right wing nationalist party, is doubled by the result of last election.
