Social Science}, month = {Feb}, note = {論文(Article), The purpose of this paper is to examine by comparing the poverty rate, the take-up rate of a livelihood protection system and the working poor rate in 47 prefectures and 4 periods. I could calculate the poverty rate and the working poor rate by requesting the National Statistics Center to rearrange the data based on Ministry of Health, Labour and Welfare, Employment Status Survey, (1992, 1997, 2002, 2007). As a result of the examination, the poverty rate and the working poor rate in Okinawa prefecture, Kyushu District except Saga prefecture, Shikoku District except Kagawa prefecture, 3 prefectures(Wakayama, Osaka and Kyoto) in Kansai District, Aomori prefecture and Hokkaido prefecture are always high. Conversely, these rates in the region from east of Shiga prefecture to west of Yamagata prefecture except Yamanashi and Hukushima prefectures are always low. But it is noteworthy that the gap of the poverty rate and the working poor rate among prefectures is shrinking for high rank. And the average of the take-up rate in top ten prefectures which are high take-up rate is falling, and the average of the take-up rate in bottom ten prefectures which are low take-up rate is falling too.
